Being placed on the Active/PUP list prior to the start of training camp is unlike the Reserve/PUP list heading into the regular season. A player who suffers a football injury in the offseason or is continuing to rehabilitate from an injury suffered last year (like Clowney) can be placed on PUP. On Active/PUP, a player can return to practice whenever he is medically cleared. There is no rule that mandates he sit out for a number of practices if he is ready to return.
If a player on Active/PUP isn't medically cleared by the end of the preseason, he can be transferred to the Reserve/Physically Unable to Perform list. The Reserve/PUP prevents a player from playing and practicing during the first six weeks of the season, but he doesn't count against the 53-man roster. After six weeks, the team has a period of time to decide whether to activate, release or place the player on injured reserve.
